Teacher Certification in Quebec is the responsibility of the Ministère de l'Éducation et de l'Enseignement supérieur (MEES). Graduates from programs which satisfy Provincial eligibility requirements are recommended to the Ministry for Quebec Teacher Certification by the Faculty of Education.
Take note of these important considerations ahead of preparing your application:
- Students graduating from a B.Ed. program are required to submit the documents to apply for a provincial Teaching Diploma (Brevet d'enseignement) to theInternships & Student Affairs Office (by emailvia brevet.education [at] mcgill.ca) by the approved deadline; early applications will not be accepted and late applications may delay receipt of permit/diploma.
- Even if you do not think that you need certification at this time, apply now as it can be a complicated and lengthy process later on.
- The ISA Office submits the documentation on your behalf to the Ministry after your McGill transcript indicates that you have graduated; upon receipt of the documentation, the Ministry is responsible for the processing and distribution of permits/diplomas; processing times can vary, so please be patient and recognize that the ISA/McGill does not have control over this process.
- The diploma/permit will be mailed to you at the mailing address thatyou specify on your application; therefore, please be sure to include a permanent address where you can still receive mail anywhere from 6 months to a year later.
- Employers in Quebec are aware that there is a long delay between McGill graduation and receipt of the actual permit/diploma and, in general, do not require an interim letter of attestation from McGill.
- Individuals with a Quebec teaching licence who wish to teach in another province or in another country must first apply for, and receive, their Teacher Certification in Quebec before applying directly to the Teacher Certification Agency in the otherprovince or country. It is recommended that applicants intending to teach in locations other than the province of Quebec obtain information beforehand concerning the requirements for certification; links and informationfor other provinces is available in the Career Services section.
- If you require proof/a letter of attestation for an employer, you may print an automatic "Proof of Graduation" letter from Minerva as soon as "Degree Granted" appears on your transcript (Student Menu >Student Records Menu >Letters – Proof of Enrolment). If the information in this letter does not satisfy your employer's requirements, please email isa.education [at] mcgill.ca with the details of your request.
Submission Period
Note:These deadlines do not apply to International students who should submit their documents as soon as their work permit has been issued (in some cases this can only be requested after graduation).
- December 1 – January 31: Fall Graduation (May Convocation)
- March 1 – April 30: Winter Graduation (May Convocation)
- Ҵýapp – September 30: Summer Graduation (Oct/Nov Convocation)
TAKE NOTE - TIMELINE FOR RECEIVING YOUR CERTIFICATION
Our office cannot start processing applications until weeks after the submission deadline. Only once your Official Transcript with Degree Granted stamped on it is available (usually a few days after the Senate meeting for Degree Approval), our office will be able to obtain a copy to include with your application. Once all the applications have been prepared by our office, they will be sent to the Ministry of Education. The Ministry will then forward your judicial record check to the Sûreté du Québec to be verified. Once they receive a response back, the Ministry will then process your documents and send your certification directly to you. This entire process takes a couple of months and the ISA Office is not able to update students on the status of their applications once they have been sent to the Ministry. Note: failure to submit all documents by the last date of the submission period will result in a delay in the processing of your teaching permit.

Application Process
- Canadian Citizens, Permanent Residents, and International Students: Graduates of Bachelor of Education programs may apply for a permanent Teaching Diploma (Brevet) immediately upon graduation.
- Students submit the required documents (see "Required Documentation" section below)to the Internships & Student Affairs Officeby the submission deadline (see "Submission Period" section below).

- Ensure forms are signed and dated
- Scan and attach both documents as one PDF document and email them to brevet.education [at] mcgill.ca
Required Documentation
Per Loi 14, as of Fall 2024, the Application for a Teaching Licence form is only available in French. The Ministry of Education has introduced new application forms as of Fall 2024 (available below). Students graduating in Fall 2024 or later must use these updated forms, and any previous versions should be disregarded. Applications submitted using outdated forms will not be accepted and will need to be resubmitted using the new versions. Some students, under exceptional circumstances, may be eligible to complete their application in English. To determine your eligibility for an English application form,

This will beprocessed by the Faculty of Education, provided there are no holds on the student’s record. The student does NOT need to request an official transcript from Service Point.
