Deferrals for students with not proven fee residency status

The Ministère de l'Éducation et de l'Enseignement supérieur (MEES) requires all students who are citizens or permanent residents of Canada to provide proof of their status in order not to be charged the international rate of tuition fees. Those who wish to qualify for the Québec rate of tuition fees must also provide proof of Québec residency along with proof of Canadian citizenship. This means that many new students are initially billed at the International or out of province fee rate, until such time as they can provide the documentation that will support a lower fee rate.

The University knowing this, reviews the information that was provided at the time of admission to evaluate if a student is expected to pay fees at either the Quebec rate or the Canadian (out of province) rate. Student Accounts does provide a fee deferral to these students prior to the first bill being issued. This fee deferral appears on your account as an anticipated (pre-authorized) credit. This amount may be deducted from the current amount due on your Account Summary by Term on Minerva and is exempt from interest charges. The deferral is an estimate of the charges to be reversed and once your status is finalized, there may be a balance to pay or be credited.

An example of what this might look like on your e-bill follows: (click the plus sign to view or hide details)

    Term Date Description Charges/Reversals Credits/Payments
    * CURRENT BILLED BALANCE * 8,392.28
    PRE-AUTHORIZED CREDITS
    202109 08-SEP-21 Deferred Pymt - Non-Proven OOP 566.37
    08-SEP-21 Deferred Pymt - Non-Proven OOP 426.68
    08-SEP-21 Deferred Pymt - Non-Proven OOP 4,266.48
    *PRE-AUTH CRED BALANCE* 5,259.53

How much you should pay by the due date?

    Description Amount
    Billed Balance: $ 8,392.28
    Less pre-authorized credits: $ (5,259.53)
    Equals: $ 3,132.75

You will be sent an email advising you of the reason why a fee deferral has been applied to their account. If it is felt that the deferral should be changed (i.e. you expect to be at the Quebec vs the Canadian (out of province) fee rate), then you should contact student.accounts [at] mcgill.ca (Student Accounts) to request that the deferral be modified, providing the reason for the request.

All fee deferrals for residency will expire either when a residency change of status is processed for the term, or at the end of the first registered term. All documents must be submitted by the last day of classes of the current term in which the change of status has occurred. Documentation received after this time will affect fee rates for subsequent terms only. Requirements are available on the Legal Documents site.

  4. What is charged through the fee account

Most charges for students are billed through the fee account. This includes, but is not limited to:

    - Tuition
    - Fees
    - Health and dental insurance
    - McGill residence rent
    - Mandatory and voluntary meal plans
    - uPrint charges

Books are not billed through the fee account and are paid directly at the bookstore.

  5. When are bills issued

The due dates are available on the Important dates for students and on your statement. E-bills are issued monthly on Minerva within the first 5 days of a month and are due 23-25 days later. The due dates indicated in the table below for new students do not apply to Continuing Education students. They are governed strictly by the due date that appears on the e-bill.

  6. Health Insurance

Students are covered by Student Insurance Plans. Students who are also covered by their family's insurance plans may wish to review what is covered by these plans and familiarize themselves with the conditions under which they may opt-out, as well as the applicable deadlines.

More information is available on our Student Insurancepage.

  7. Letter of Enrolment

If you require confirmation of your student status, you can obtain a signed letter through the Student Records Menu in Minerva. For instructions on how to print a letter, visit McGill's Student Records website.

  8. Financial Aid

It is strongly recommended that students apply for aid as early as possible in order to receive their funds by the start of the semester. Canadian and U.S. studentswho are waiting for government aid to pay their fees may apply for a tuition deferral via the “Request a Tuition Fee Deferral” through the Financial Aid/Award menu on Minerva, selecting the category applicable to their situation. All applicants will be verified to ensure they have self reported their situation accurately.

    Canadian students

If you require financial support to pursue your studies, you should apply for financial aid through the province of your residence. More information and links to government aid programs are available on McGill's Scholarships & Student Aid website.

    U.S. students

If you require financial support to pursue your studies, you should apply for financial aid through the U.S. Direct Loans program. More information is available on the Scholarships & Student Aid website.

    International students

Most international students are not eligible for government assistance and are therefore responsible for securing the necessary funding to cover the cost of study through parents, relatives, savings, etc. The circumstances under which students may request a fee deferral can be found at Tuition & Fees Payment Deferral
